I recently got a refurbished 2020 ipad from Apple. I got it set up okay from an existing iPad, but the apps from that iPad are just sitting there, dimmed out and "waiting." (The default apps, like Clock, downloaded okay.) I have a lot of third-party apps and don't want to spend time reloading each one manually from the App store. What should I do? Thanks!

Apps do get downloaded from the App Store. There is no other way to place them on an iPad.
Be cert your iPad is using a good wi-fi connection (no Hotspot, no VPN) and is well charged.

Try a long-touch (i.e., touch and hold) of any App that appears to be stuck; next select Prioritise Download. This action should kick-start and complete the App installation process.
