2 factor authentication without authorization
Why did Apple turn on 2 factor authentication without my permission and why did it NOT send me an email that would allow me to turn off 2 factor authentication within 15 days?

Apropos my second question, here is a quote from Apple:
"If you recently updated your account, you can unenroll within two weeks of enrollment. Just open your enrollment confirmation email and click the link to return to your previous security settings. Keep in mind, this makes your account less secure and means that you can't use features that require higher security."
I NEVER RECEIVED SUCH AN EMAIL.

Did you create a new AppleID recently? New AppleIDs have it on by default and it cannot be turned off.
Or, did you start using a service that requires it (messages in iCloud, iCloud Keychain, Apple Pay and the Wallet App, Home Kit, etc)?
My AppleID is years old.
I started using Homekit about a week ago.
HomeKit requires 2 Factor Authentication.
Current services from Apple that require 2FA include:
Apple Card
Apple Pay
Home Kit
Messages in iCloud
iCloud Keychain (in newer IOS/OS versions).
You can't unenroll if you are using a service like Home Kit that requires 2 Factor Authentication.
That's not what the quote from Apple that I referenced above says.
That was not the best answer and the question has not been answered so the problem has not been solved.
