I can’t buy apps in AppStore, "Payment not completed"

I can’t buy apps in AppStore, however my card is okay. “Payment not completed” . That’s the problem?

Did you check, if your payment info is still correct and complete, and that there is enough balance?

Change, add, or remove Apple ID payment methods - Apple Support

If you can't find any reason for that, you should contact the official Apple Support about that, only they can look into your personal data and settings, to find the issue:
