Security message on ipad

My husbands iPad is displaying a message from Apple Platform Security. It says ‘access has been blocked for security reasons. It gives a toll free # to call. It is not the # I found when I looked up Apple CS. That CS # does not seem to work. Does anyone know how to contact Apple tech support? Don’t know if the message is a scam. It says the iPad has been infected with Trojan spyware.
