I lost an iphone 12 max at Kings Island while on vacation. The next day I went to ATT store, bought a new phone and activated it using same phone number as old phone (I had a job offer coming in, I could not wait).
Is there anyway I can use the find iphone feature to locate last known location of old device? Apple still shows device is registered to me.

That would indicate that findmy was not active on the old phone. There is no other way to track it.
No. If Find My was active but the battery was dead, you would see the device listed with no location.
if Battery is off, then it is same result according to apple support, I needed to ask this question within 24 hours of losing it, but you cannot "find a device" if you have no device to execute search on
It only shows the device currently in use, I need to see that data from 7 days ago, not today (7 days ago it was the other device)
