Could someone please let me know how I can get English subtitles to appear when a foreign language is being spoken.

If "Closed Captions" are available for Homeland you have to click on the icon marked in red at the bottom right of the screen.
What streaming service are you trying to view it on?
I am watching with the TV.app with a Showtime subscription.
FWIW, captions for non-english characters would have to be embedded. You can't add them yourself.
When I enable English CC, foreign language dialog is not translated. Instead, when characters are speaking Farsi the caption shows up as "(speaking Farsi)", e.g.
Then there's nothing to be done. Apparently the Farsi dialog was not translated into captions.
Watching Homeland and have no idea what is being said by non-English-speaking characters
