Can we use IPad to contact emergency services

We have no mobile signal and our landline went down for two months because copper cable was stolen.

In case of emergency can we use the ipad to contact emergency services? We live in a very small village out in the countryside.

I wouldn't suggest trying it out because the potential of issues with getting in trouble for making an emergency call without an actual emergency, but have you tried FaceTime to see if you might be able to call out with audio only? Maybe something like calling a police department's business office and the then explain that it was a test call. I certainly wouldn't recommend calling 911 or whatever emergency services number in your area unless it's an actual emergency.
