We'd be happy to help out. Your Safari tabs should already stay open even when you close out of Safari on your iPhone.
If you pull up your app switcher and force close the app and reopen it, all your tabs should stay intact. So no action should be needed on your end for this to be the case. The only way your tabs should be deleted is if you clear them yourself.
