Bought computer from Costco and would like to get apple care from apple.
I spoke with Apple and they told me to bring computer up to Apple store so diagnostics could be run on it.
I need to make an appointment if possible.

That is correct. Apple told me to make an appointment with Apple Genius to run diagnostics to purchase apple care. It’s their discretion whether they sell it to me or not.

Oh, I fully understand Apple's discretionary position .
My guess is they don't want to sell AC+ without confirming the Mac is not already damaged. Businesses are funny that way.
