I am trying to delete and restart my icloud email on my phone but when i got to the account, i dont see a delete opportunity on the phone
i cannot figure how to delete icloud email on my phone

You may have to access iCloud+ login, online to initiate changes there.
(While I've not used it; but that's where you likely need to do that.)
