I Bought my Apple Watch second hand and I cannot connect it to my phone because there is an activation lock from when they set it up and I cannot contact them to unpair their Apple Watch.

How do I get my Apple Watch to unpair from the original owners I phone when I cannot get in contact with them? I cannot pair it to my new I phone.

The person that you bought/got this watch from needs to follow all the steps on this page;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.

You have encountered Activation Lock, which is even harder to deal with when you purchase a device second-hand. If you cannot contact the original owner, then the device is useless to you.
