You can't. App's aren't backed up in iCloud; just their data. See here: What does iCloud Back Up? - Apple Support

Is the App Missing?

Apps in the App Store are licensed between Apple and the Developer, and if a license is expired, or discontinued, it is removed and can no longer be accessible. So, always backup your library. Sometimes items are removed from the App Store, and when that happens they no longer become available . That's just the way it is :(
