Unknown callers

My silence unknown callers is unchecked but unknown callers are still directed to voicemail

Why are unknown iPhone calls still going to voicemail after turning off Silence Unknown Callers? I have been expecting important calls so I turned OFF my silence unknown callers, but calls are still get blocked and going to voicemail. contact your cellular provider, they may be doing something on their end.
