Unknown callers

My iPhone 13 Pro Max has silent unknown callers off but it still puts all unknown numbers straight to voicemail. I reset my phone but it still doesn’t work. Help!!!!!

silenced unknown caller I have an iPhone 13. I have it set on silence unknown callers. When unknown callers call, they only get a busy signal and cannot leave a voicemail. Any suggestions on how to change this so they can leave a voicemail? Thanks!
