I’m thinking of getting a cellular Apple Watch SE but I don’t want to pay data for both the Watch and my iPhone. I was thinking, could I get data on my watch and then use a hotspot to my iPhone? So then I could still leave my phone at home and have the watch but I’ll always have my watch to use my phone.

No. The Watch uses the iPhone's cellular plan. It cannot have a cellular plan of its own unless it setup through Family Setup, in which case, it is limited in many aspects.
The Cellular plan for the Watch is part of the plan for the iPhone, it's not a separate plan.

If you want to use data on the watch while being away from your iPhone then you will either have to be connected to a known WiFi network or have a data plan add on for the watch. Usually in North America the data add on is about $10 - $15 a month and it is piggy backed on to your iPhone data plan.
If you don't need data on the watch you can use it as a GPS only model and connect to known WiFi network to use data or have your iPhone with you and it will use that for data with no extra cost.
There is no hotspot used or needed. The watch will automatically use the connected iPhones data. Even if you have a data plan if your iPhone is near it will use that plan and not the add on plan.
