You have Mobile Data turned off. When it is turned off, there is no Data Roaming switch available under Mobile Data Options. Turn on Mobile Data and that option should appear.
Go back one screen. What do you see at Settings > Mobile Data?
You must turn on Mobile Data before you can see roaming choices.
Tap the Mobile Data Options to reveal further choices.
I have already gone through that, this is all that comes up on there
