registration fraud with Apple Pay

I was sent an authorisation code on my samsung phone to register my credit card at Apple Pay which I didnt initiated. The bank Emirates NBD in Dubai sent this code on my registered mobile phone number. I did not forward this code to anyone Somebody used the code I dont know how he can get the code to register at Apple Pay no idea how when I did not forward the code to anyone. With the registration they used Apple Pay in France to buy cigarettes in shops before I was able to block the card at the bank Can anyone explain what happened. The registration maybe done by the banks app but I didnt use the app how they can register my card without having the code for registration please help the case is at court as the Middle East banks are not cooperative with customers they dont really care but I used samsung not apple iPhone . I have one but I didnt use it
