I have a family plan and my wife and I are getting charged 2.99 for storage for over a year.

Why is that when you subscribe to family sharing that it dose not automatically stop default iCloud 2.99 a month. I can’t find how to stop and get refunded for a service I am not using.

It's not automatic because you may want two plans (e.g., more storage in total, different size plans). To share, see the "Share iCloud+ with everyone in your family" section of Share iCloud+ with your family - Apple Support and for the other person to switch to the shared plan, see the "Switch from your iCloud+ plan to your family plan" section of that same support article.
