So, my bf gave me his Apple Watch, but forgot to take down the activation lock and doesn’t remember his old Apple ID and password he used for it or any of the phone numbers. What other option do I have to remove the activation lock?

Yes, but he does not remember his Apple ID, password or the phone numbers with the associated Apple ID he used to set up his Apple Watch. He got a new phone and had to make a new Apple ID
