iOS Mail: traditional icon hiding many features

Does anyone know why Apple would take a long used and traditional "reply to" icon and use it to hide almost every setting regarding an email? Really misleads the user. I'm talking about the "outlined left arrow" icon that is third from left in the icons on an iPhone and alone at the bottom right corner on iPad. This when an email is open on either device.

For example, Flag settings: under the reply to icon. Would never look there.

How about a reply to icon with a ++ after it? Or ... after it? Or a new icon?
