How do I get this on my smart tv when the app is on my ipad

Several options:

If your Smart TV is a supported model you may be able to download the Apple TV App to it directly form its own App Store.

You can connect the iPad to the TV via HDMI cable and mirror the screen with one of the following adapters depending on your exact model of iPad.

or

Link-> USB-C Digital AV Multiport Adapter - Apple

You can get a Apple TV app supported device such as a Roku, Amazon Fire Stick or a Games console that can download the app.

I tried it out with my M1 12.9" iPad Pro with an admittedly a non-Apple USB-C dock with an HDMI port and it worked fine to play Black Bird from Apple TV+.

Same thing with my iPhone 11 Pro, and Apple's Lightning Digital Av Adapter.

I guess YMMV is in order.

It is also possible that Apple revised the compatibility since then.

It is also possible that I read user reports that I believed when I could’t verify those.
