I tried it out with my M1 12.9" iPad Pro with an admittedly a non-Apple USB-C dock with an HDMI port and it worked fine to play Black Bird from Apple TV+.
Same thing with my iPhone 11 Pro, and Apple's Lightning Digital Av Adapter.
I guess YMMV is in order.

It is also possible that I read user reports that I believed when I could’t verify those.
