Apple Health Permissions

If I downloaded and purchased an app subscription, then chose to not allow Apple Health Permissions for that app, is there a way for me to manually allow health permissions?

I have checked in Apple Health>profile>privacy>apps, and the app I am wanting to connect does not appear under "apps".

I for the life of me cannot figure out how to do this.

Help me Obi-Wan Kenobi, you're my only hope.
