Hello!

I’m planning to buy iPhone in Dubai and I’m worried about FaceTime. I live in a different country. Will FT be available in my country if I choose my country the first time I launch IOS ?

Yes, if the iPhone is running 13.6 or newer. Note that you'll likely be denied warranty service on it outside the UAE.
