their focus status shows sometimes & other times doesn’t. they’ve messaged me but when i go to reply it sends as an sms like it would if i was/am blocked.
would they be able to message me while having me blocked ?

you can't see someone's focus status if they've blocked you. If you see their focus status is because the unblock you.
And yes, you can text someone you have blocked

An iMessage going as an SMS has nothing to do with being blocked or unblocked. What it means is that either you or the recipient doesn't currently have data access (WiFi or cellular).
