Keep getting an "update required" screen even after OS update.

I got the Update required screen before iphone activation. I updated the OS version via itunes,

tried to activate iphone 7 but got the update required screen again.

After update it says that the iphone is successfully updated, but when i try to activate it I keep getting update required screen. I tried to activate the phone both via iphone (manually and automatically by keeping it near to my other device) and itunes (tried both update and restore options) but it doesn't work in my case.

Please help!:(

If you already tried (to no avail) ALL the steps provided in this support article:--> If you see a Cellular, Ultra Wideband, or Apple Pay Issue message after an iOS update or restart - Apple Support, please contact Apple Support directly, using the link provided in that article itself.
