The explanation is given in the picture: apps can't run as a background service unless they play audio or use VoIP or GPS. That is a limitation that Apple has imposed on applications. It is intentional and unlikely to be changed at any time in the near future. However, you can let Apple know what you'd like to see here:
Two additional notes. One, turning on Background App Refresh will not resolve this issue. And two, this app sounds like a scam.

Check your setting to make sure you still have Background App Refresh enabled.
You can check this by going to Settings > General > Background App Refresh.

This is a user-to-user forum. No one here is going to "report" anything to Apple. Your phone and the app are working the way Apple intends them to work. You can let Apple know you'd like to see something different here:
