Cannot Reset Security Questions - locked out of my account!

Hi, I am effectively locked out of my appleid account because when I go to "iforgot.apple.com" and follow the process to reset my security questions, after entering my correct password, I get this:

"Cannot Reset Security Questions

We don’t have sufficient information to reset your security questions."

Where do I go from here?
