restore iphone 11

I need help restoring my iphone 11

Quickly press volume up quickly press volume down, hold side button CHECK!

THEN I get "support.apple.com/iphone/restore" prompt on phone, SO I go to that address on my laptop, and the directions say to do what I just did???? NO restore option appears on my phone. Please help :(
