Music Search only searches library

I spent 10 minutes trying to figure this out and I just can't. "View=>Show Filter" (which is unbelievable this has to be turned on to get a search bar) is greyed out.

"Apple Music" and "iTunes Store" both checked in preferences.

There is nothing in restrictions (in fact, my restrictions just said something about hours being under parental restrictions now).

I don't get how something so simple as a music player doesn't work.
