First of all,

If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help.

Also, if you can stil login on your Apple ID (if it's only disabled in the App Store and iTunes not your complete Apple ID)

Follow this steps

If you think your Apple ID has been compromised - Apple Support (CA)

Make sure that when you contact apple support for the disabled account, to tell them about the compromised state of your account
