Apple watch cellular problem

When I try to add a cell phone line to the watch, I get an error (limit the max iphone count) and I contacted the telecom company stc ksa and they told me that you can only add a cellular plan once, as I added a cellular plan previously and I did a rest of the watch and re-pair it again with iPhone xs after If you update the phone and the watch to the latest version .canyou help??
