Hello,
This happens when there are too many passcode attempts. It will actually delay when the next passcode attempt can be made, increasing the interval after a few times. Eventually it will say security lockout, and no longer give you the option to enter the password. The only way to get this phone back from here is to erase the phone and enter your Apple ID info. From here you can hope you have a recent backup and restore your phone. I’ve linked the articles by apple on how to do this below.

Unfortunately, the only way to "resolve" this is to erase your iPhone, then set it up again. You can use your current backup to restore the phone.
