According to Two-factor authentication for Apple ID - Apple Support, the requirements for a Windows PC is iCloud for Windows 5 and iTunes 12.3.3 and later.

1. On your Windows computer, open iCloud for Windows.
2. To set up Contacts and Calendar, select “Contacts and Calendars,” click Apply, then follow the onscreen instructions to set up Outlook.
Note: If you see “Mail, Contacts, and Calendars,” selecting that option also sets up your iCloud Mail account.
3. To set up Mail, sign in to Outlook using your Apple ID email address and an app-specific password.

Thanks for your help. Yes, I am running Windows 10 and iTunes 12.12.4.1 all the latest software. I am having issues setting up iCloud for Windows on my Windows 10 PC. Just trying to figure out what might be keeping me from setting up iCloud for Windows. I am trying to get my Windows PC to sync my email, calendar, and contacts from my iPhone. I have my @outlook.com email and @iCloud.com email setup for IMAP/SMTP. The hard part is to sync the calendar and contacts.
I have been thinking it might be possible to install my @outlook.com as a Microsoft Exchange account and not IMAP/SMTP in O365 Outlook. I think this would keep my @outlook.com email account, calendar, and contacts synced. If I then just install my Microsoft Exchange @outlook.com account and IMAP/SMTP @iCloud accounts into iPhone 13 mail app everything would sync if I use the contacts and calendar from Microsoft Exchange. Does this sound like it will work to keep everything synced?

Thank you, very helpful. I tried using the app-specific password, but it said I had the wrong password. I then used my NON-app-specific password and it allowed me to login. That is what led me to my original question. The instructions on the Microsoft help pages do not say anything about an app-specific password.
I will try again. The other thing I was doing was erasing the old icloud app, icloud software in program & Features, iTunes and any apple SW listed under the register HKEY_LOCAL_MACHINE/SOFTWARE. I then checked the default mail app was Outlook and repaired O365 and rebooted. Then I created a new email profile in outlook with just my @outlook.com and @icloud.com emails and a Datafile. I will try this again with anothe new app-specific password following the directions above.
The error I kept getting was “Either there is no default mail client or the
current mail client cannot fulfill the messaging request. Please run Microsoft Outlook and set it as
the default mail client.”

You may need to contact Microsoft Support regarding setting up any kind of Microsoft Exchange account on your Windows PC.
