iPhone 13 will not lock, tried everything

I press the side button and my phone is still unlocked when I tap the screen. I’ve turned off Face ID so I have to put in a passcode and it doesn’t come up it is already unlocked. I’ve reset my phone, done a hard reset. My settings are auto lock after 30 seconds (it doesn’t lock) power save mode is off. I don’t know what else to do
