so today i checked my battery health on 3Utools and it told me that it was 89% but my iphone is telling me its 83% i just want to know which one is correct because the charge cycle on the battery is 567

Trust the Apple reading. You probably have another 3-4 months on the iPhone battery if you want to push it. Replace the battery at 80% or sooner if you prefer.
given that the iPhone battery was in theory designed to retain 80% of it's capacity thru 500 charge cycles, I would tend to trust the iPhone representation rather than third party app. That's just my opinion though
