Hello~ As stated they may look for it the old fashioned way. I left the tip for “ But you can still protect your account if Find My was not turned on.” Also for the information to contact law enforcement and carrier.

Locating a Lost iPhone:

If Find My is Not an Option:

A. Backtrack your Locations:

Do it the manually and backtrack your locations. For instance, if you were at a retail store, then stop in, asking the store manger if it was placed aside.

B. Lost-&-Found:

Chick with the Lost & Found department of the facility you were in, seeing if it has been handed over.

C. Contact Local Authorities:

See if the community police, or local security guards at the front door, can across it.

D. Use Craigslist:

Put a post on Craigslist, seeing if they have been found.

What you are asking for—tracking not requiring opt-in by the tracked user—would be massively misused for theft, abuse, stalking, and worse, and does not exist. Look for the iPhone the old-fashioned way, as correctly mentioned in the reply above.
