Can I screen mirror my iPhone 13 on my iPad?

You cannot.

You can mirror your iPhone to a Mac, a compatible TV or an Apple TV streaming box, but not to an iPad.

What are you trying to accomplish? Pretty much anything you can access on your iPhone you can also access on your iPad the same way, so screen mirroring make little sense.
