That would depend on what data you want to move.
Do note, that for most things iCloud is a syncing service, not off device storage. That means content on iCloud still takes up room on the iPhone. The only exceptions to this are iCloud Photos, which can be optimized to take up less room, and files in iCloud Drive that are not downloaded to the device.
Also, certain content such as Apps cannot be stored in iCloud.
