I brought a phone from a friend but he forgot his iCloud and passcode I need help getting in.

There is no way to bypass the activation lock.
Your friend will have to regain access to his iCloud account so that he can remove the lock. If he can’t or won’t, return it and get your money back. You won’t be able to use it.
