What do you have set in system prefs > keyboard > input sources? Apple makes two Spanish keyboards, one uses "Spanish ISO" and one uses "Latin American." None use the one called "Spanish". Which keyboard do you have? For how to make @ with either of the two, see

So option-Q doesn’t get the @?


Is the keyboard set to Spanish or Latin American Spanish, as would be expected?


Does the keyboard viewer show the keys (except maybe option-Q chord?) registering as expected, including the Option and Q keys separately?
