Can I view my photographs stored in iCloud on My Samsung TV using Apple TV app?

No. The Apple TV App only provides access to the iTunes Store and Apple TV+ content.

You can Airplay photos from an iOS device or Mac to the TV however. Link-> Use AirPlay to stream video or mirror the screen of your iPhone, iPad, or iPod touch - Apple Support
