how to manage payment method without device or on itunes

You can try to add a payment method directly on the Apple ID website: Manage your Apple ID

After signing in, you'd click "Payment Methods" in the left-hand column and follow the prompts from there.

Otherwise, please contact Apple Support to get help with iTunes not responding to the Manage Payments button.

You'll need an iOS device, Mac, or iTunes on a PC in order to update your Apple ID payment method. Learn more here: Change, add, or remove Apple ID payment methods
