Why does apple make me log in to every device each time I try to get an app on a new device

Why does apple make me log in to every device each time I try to get an app on separate devices? I thought the perk of paying 4x more then other electronics was that they spoke to one another and you could use modern technologies? I thought they would talk to one another.
