You need an SNR of at least 25 dBm for a good connection and 30-35 dBm would be much better
The iPad is located way too far away from the main router, there are a number of obstructions like walls, ceilings etc in the signal path between the router and the iPad, or there is strong interference from another source. Might be a combination of all of these factors.
To make sure that the iPad Wi-Fi is working correctly, temporary power it off, then move it to the same room as the router with line-of-sight to the router and then power the iPad back up. The SNR reading should be 30-35 or even higher.
Then, move the iPad to another location and check SNR again. When you get down to about 25 SNR, that is about the maximum distance that the iPad can be located from the router for a decent signal.
