Safari Pdfs table of contents?

I want to use Safari instead of Google Chrome but when scrolling through Pdfs I need a Sidebar with table of contents since my Uni Books have 1000+ Pages.

There are probably Millions of Students & workers out there that rely on a TABLE OF CONTENT

In Google chrome this Feature is called Document Outline

Where can i get Table of Contents in Safari?

Where can contact Apple to request this feature?
