Found Apple Watch

I found a watch and was unable to find its owner where it was found. It's obviously been locked. Is there anyway to locate the owner or reset it for reuse? I hate to just throw it away.

Try the Police and an Apple Store.

Without proof of purchase you will not get it unlocked.
