Using an Apple TV remote to control volume on a non-CEC receiver

I'm trying to use my Apple TV remote to control a Yamaha receiver. It is an older receiver, so audio goes from the TV to receiver via an RCA cable. As such, the Apple TV cannot detect the receiver over CEC like with a new receiver with HDMI switching. Is there a way to program the remote to change the receiver volume over IR? I haven't been able to figure it out, wanted to know if there was something I was missing.

Yes, the Siri Remote can send IR signals to the receiver for Volume Control. (The software remote on iPhone cannot.)

↳ Program your remote for volume On your Apple TV, go to Settings﹥Remotes and Devices﹥Volume Control﹥. Instead of Auto, try to set Receiver via IR, or if that doesn’t work, select Learn New Device.
