NFC Scanner Not Working

I bought NFC tags for my kids with my emergency contact info on them. Neither my iPhone XR or my husband’s iPhone 12 can scan them without downloading a third party app. I researched and supposedly both of our models should already have NFC scanning automatically enabled, as opposed to the older model phones that need it to be toggled on. I tested the tags with a third party app and it does work, so the tags aren’t the problem. Is there some additional phone setting that needs to be changed in order for NFC to work? I purchased these with the understanding that they’d work universally with most smartphones. What’s the fix?
