Flashing Question Mark after clearing disk

After clearing the disk on a A1502 Macbook Pro laptop, a flashing question mark on a folder appears and flashes on the screen. This question mark still appears after holding the start button down on startup and also when you hold down command + R for an intel set up. I have no back up anywhere and seemingly no way to repair or do a reinstall.
