There is no means to do that.


There is no means to expand internal storage.


External (iCloud) storage is a place to offload some contents to, and can provide a place for backups and such.


iCloud storage is solely available as a monthly subscription.


Money was saved at purchase time, but that at the cost of ongoing management of the storage when under-configured for its current and likely future usage; of the indirect costs of loading and off-loading contents to external sources and which can include iCloud.

It is impossible to increase the amount of RAM or internal storage in your iPad - as this is fixed during manufacture; what you have is fixed for the life of your device. You can, however, subscribe to a higher tier of iCloud storage - but this is not a substitute for internal storage.

Upgrade to iCloud+ - Apple Support


If your internal storage is full, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

Also consider that “Offloading” Apps can be a helpful method of creating temporary space - for example, to perform a software update.

External storage options can often help with managing limited internal storage - this being something that you can purchase. Depending upon your iPad model, the iPad will either have a Lightning or USB-C port - and may therefore require either an Adapter or USB hub to connect the USB Storage device. If your iPad has a Lightning port, you’ll need an Apple Lightning to USB3 Camera Adapter:

Troubleshooting iPad Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support


So, what to do:

Clear Space:

Having little empty space can heat things up. So, here is what to perform...

A. Clear Temporary Internet Files:

Clear your Temporary Internet Files(Cookies & Cache) of Safari:


Also...

B. Clean TV and Music Libraries:

Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.


Also...

C. Clear "Other":

Clear the storage named System Data (formerly called "Other"). It basically contains unnecessary files such as caches that are used for system ease of use - all of which gather over time. Perform the same as instructed here, but on your iPad.: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tip. Caches would be being used for remembrance of application use.
